Bug description: --with-pear=dir is broken
Description:

./Configure --with-pear=/usr/local/php/pear is not working correct. The
optinal parameter is not set in the Makefile.
Because this the PEAR files are always installed in the default location
($PREFIX/lib/php).
When I changed the following line in the Makefile from PEAR_INSTALLDIR =
${exec_prefix}/lib/php to
PEAR_INSTALLDIR = /usr/local/php/pear
the files and the pear.ini (file locations) files are correctly installed.
Expected result:

Pear files should be installed in /usr/local/php/pear
Actual result:
--------------
Pear files are installed in $PREFIX/lib/php
