Why isn't it possible to make binaries with memory limit enabled and
make this feature switchable in php.ini?

Actually, Windows supports this just fine if you build it yourself with
memory limit enabled. Our default binaries don't do that, and without
this feature enabled there is no way for the engine to know how much
memory is actually used.

Windows lacks memory_get_usage(), but for developer's machine it can be
very convenient. Is it possible to port this function and enable it
through php.ini? (making off by default)
