Command Line Interface? Did you test this using a shell?
That doesn't really help me much if this works in shell
but not as an apache module. Can you elaborate on what
you did?

I am not familiar with the CLI binary. Your post hints
that you were able to reproduce it under other
conditions? Is this true?

I think I found the problem. There seems to be a limit
for the message body in html and potentially text output
as well at 2040 characters for mail(). I ran a few tests
using different forms and different input and the "!" is
added always as the 2041st character.
