Bug description:DateInterval::format Inconsistant
Description:

DateInterval::format() does not follow standard like DateTime & Date. Need
to use
new format. What used to be H:i:s for formatting now needs H:I:S
Test script:
---------------
$interval = new DateInterval('P2Y4DT6H8M');
echo $interval->format("%Y-%m-%d %H:%i:%s");
Expected result:
----------------
02-00-04 06:08:00
Actual result:
--------------
02-0-4 06:8:0
--
