ext/recode has an XML mode. Maybe that helps (not sure about windows,
though)

Currently I use

function &xml_encode(&$xml) {

                            "&amp;",
                            "&\\1;",

to 'encode' strings for use with XML. A 'PHP Land' implementation of
this would be handy, I think.
