It is simply the PHP_MSHUTDOWN_FUNCTION not being called (in FastCGI in IIS). You cannot duplicate it in linux because it does not happen in linux. The bug never mention linux. A new request coming in? MSHUTDOWN is only called when the PHP process terminates.
