Go to

http://files.pharo.org/pharo-launcher/bleedingEdge/

Install using the MSI, the laucher should go into %APPDATA% and images/vms
to %DOCUMENTS%/Pharo/...

This is the observed behavior of that new version.

Older versions worked differently on Windows 10.
