WebClient, like hundreds of others, is indeed a third-party, external package to Pharo. How are these maintained ? By their authors, and in some cases by volunteers. You can certainly discuss about these on the mailing lists and look for help, but you cannot expect the core Pharo community to take responsibility or to have any kind of obligation to act. Now, the original author of WebClient, Andreas Raab, sadly passed away last year. I see that the repository is readonly: http://www.squeaksource.com/WebClient.html If you cannot find anyone to give you write access, your only option would be to fork the code.
