Thank you for your interest on Slicing-by-8. No. Intel decided not to file a patent on this algorithm but to make it freely available under BSD license. You should have no problem using it.

As is evident form that post, I have used the source code
provided by you on sf.net, and modified it to suit
PostgreSQL.
Now the community is concerned if we will be infringing any
patents. We all understand that that you (on behalf of Intel) have released the
algorithm, and the code, under BSD license, which allows anybody to use it
commercially, but we need assurance that we will not be infringing any patents
owned by Intel by including your algorithm in PostgreSQL, because PostgreSQL is
used/sold by many companies for profit.
