Well, just them and the IEEE :)

While common usage has been to use kB to mean 1024 bytes, that isn't even consistent with the use of the "kilo" prefix for other units (for example, a kilometer is 1000 meters, not 1024). "Common usage" is simply mistaken here, IMHO.

(Of course, it doesn't really matter in this case because pg_pretty_size() is an approximation anyway.)
