Yes. Because the requirement of something that is more likely not found on "usual" installations TOGETHER WITH that it cannot be included per se in a (not necessarily our) PostgreSQL distribution IMNSVHO disqualifies from being added to the official PostgreSQL release. As Tom pointed out, we aren't there yet with the cleanup. But we certainly don't want to add more candidates of that category to contrib. Everything that falls out of contrib can be added to gborg.
