After some study I don't think this is quite right yet. The client code is not obliged to call ModifyWaitEvent() before again calling WaitEventSetWait(). I think it should be the responsibility of WaitEventSetWaitBlock() to reset the event, if needed, before calling WaitForMultipleObjects().
