The main problem with this is that all pagers (by definition) support vertical scrolling, but only some support horizontal scrolling. Since we have no way of knowing whether the client supports horizontal, we would be doing a disservice to call the pager on "wide but short" output for those clients that only do vertical. Therefore, the patch allows the user to override the default behavior and always call the pager, regardless of vertical or horizontal dimensions.
