Maybe I missed some earlier discussoin -- I've been having trouble
keeping up with the lists.

But was there discussion of why this is a GUC? Why not just another
parameter to EXPLAIN like the others?
i.e. EXPLAIN (ANALYZE, BUFFERS, IOTIMING)
