seems like other systems keep very similar syntax to the CREATE TABLE command. i.e. ALTER TABLE blah ALTER COLUMN col datatype (precision.scale) NULL ALTER TABLE blah ALTER COLUMN col datatype (precision.scale) NOT NULL
