+2 Not only that, but including "in the middle" would allow to flexibly state what may be overridden by the "gui" and what not. And it is a clean separation of mechanism (general include mechanism) and policy. More complex schemes (a top-level postgresql.conf and a directory of includable module-specific files postgresql.conf.d) would be imaginable (mimicking a bit Debian's way to deal with such things).
