This added a PQtraceSetFlags() function. We have a dozen PQset*() functions, but this and PQresultSetInstanceData() are the only PQSomethingSet() functions. Is it okay if I rename it to PQsetTraceFlags()? I think that would be more idiomatic for libpq.
