I think this one is usually based on instance size, but I only have access to two differently sized instance on Azure right now, where it is 1GB for the smallest possible one and 32GB for a production instance. It's 1GB for the small Google Cloud SQL Postgres and 2GB for the small RDS test instance. It is user-changeable everywhere (at least to some degree).
