Many installations have a high degree of discomfort implementing system 
management functionality in something other than bash.  It can be for any 
number of reasons: previous bad experiences (*cough* RHEL/Python *cough*), the 
feeling that too many dependencies are dragged in, or just lack of familiarity 
with them.
