This isn't how GSoC works. I encourage you to read up on GSoC here: https://summerofcode.withgoogle.com/how-it-works/ Note that students will need to write up a project proposal of specifically what they're interested in working on, the timeline, details about the approach they're going to use, etc. However, before all of that, Google has to select the organizations and their selection won't be announced until February 26. While you're welcome to work on your proposal, there's no guarantee that any particular organization will be selected to participate in 2019. Thanks! Stephen
