Correct comment atop PublicationPartOpt

Hi,

I found the wrong function name mentioned in the comment atop
PublicationPartOpt.

Comment wrongly mentioned the function name GetRelationPublications()
for PublicationPartOpt usage instead of GetPublicationRelations().
Corrected the comment.
