This seems better, considering that the SQL-standard syntax for ENFORCED is:
ALTER TABLE tab ALTER CONSTRAINT constr ENFORCED
ALTER TABLE tab ALTER CONSTRAINT constr NOT ENFORCED
also without "SET".
