I just announced an upcoming commitfest app release[1], following the discussion on this topic at the FOSDEM dev meeting. The rest of the conclusion is that we'll roughly follow the approach outlined in this original email. My GitHub mirror is now moved to the official postgres github org[2]. I also opened a bunch of GitHub issues[3] to track features/changes we want based on in-person discussions. Some of those should be pretty easy to resolve (indicated by the good-first-issue label).
