I've set SGML_CATALOG_FILES to point to the catalog from docbook-xsl.
Am I missing something?

Hmm, it's working for me, via homebrews' libxslt, docbook and
docbook-xsl ... I'm not setting anything special in the environment
(although maybe meson/ninja does).
