You can get Turbo Delphi Explorer for free and the license
allows commercial development.  It really is sweet.

The explorer version come in C#, Delphi.net and native win32.

The C# OR Delphi.net versions can be used to develop Mono 1.2 applications and work great with the any .net data provider assembly such as Npgsql which you can get at www.pgfoundry.org.
