No, nothing changed.
I am the only user of this computer (personal computer). It is the same account I was using for installing PostgreSQL server. In fact I had the same problem with upgrading from PostgreSQL 8.0 to 8.1, then from 8.1 to 8.2...In all theses cases I had to uninstall old version first and then install new version of the server. I don't want to uninstall the server this time....

Is PostgreSQL the ONLY thing that got changed?  It sounds like you
simply don't have administrative privileges on this system.

You should be logged in as an administrator...
