Error: You must install at least one postgresql-client-<version> package.

But I have installed postgresql-client-common and re-installs do not seem to help.

Ubuntu has  postgresql  8.0 and  7.4

you need to install
postgresql-client-8.0  or   postgresql-client-7.4
