Startup items can no longer change the sysv kernel settings. I forget whether that is a 10.2 change, or a 10.3 change, but setting them in a startup item has no effect and hasn't for a pretty long time. I was not aware of /etc/mach_init.d, a quick glance at the docs make it obvious that it runs earlier than SystemStarter, looking at /etc/rc shows that it runs not that much later than the normal settings of the sysv parameters.
