setting?
It's not set. I've had it commented out for quite some time:
# $ENV{PGCLIENTENCODING} = 'UNICODE'; # Should default to this, anyway.
# $ENV{PGSERVERENCODING} = 'UNICODE'; # Should default to this, anyway.
