He wasn't referring to JDBC 4 but to a *Type* 4 driver.According to Sun, http://jcp.org/en/jsr/detail?id=221, it is not yet available: "2.11 Please describe the anticipated schedule for the development of this specification.
This specification will be available towards the end of the calendar year, 2004. "
So I wonder why you expect a Postgresql JDBC4 driver to be available, while the specs, J2EE1.5 and such aren't finished yet.
There is, of course, a JDBC3-compatible driver available which you can use for your system at http://jdbc.postgresql.org/ .

The current jdbc driver for Postgres *is* a Type 4 driver (i.e. it is 100% java and does not require and additional client software)
