You must install the harness.pm module
You may do it via yum
yum install perl-Test-Harness
or downloaded the tar package and install it
http://search.cpan.org/~leont/Test-Harness-3.32/lib/Test/Harness.pm

Well at this point you are dead in the water, all the other steps
are bound to fail.
Are you sure pgcluu-2.0.tar.gz is there?
If it is, then it may be corrupted, so try downloading it again.

-bash-4.1$ perl Makefile.PL
