[GENERAL] PGP encrypt/decrypt - Prereqistes

I am new to postgreSQL. I would like to use encrypt/decrypt using PGP keys on 
windows. 

May i know, 

1. What should i know before i proceed?
2. Any manual to follow the steps ?
