[GENERAL] PL/pgSQL nested functions

Are there any plans to allow PL/pgSQL functions to be nested like Oracle 
allows with PL/SQL procedures?

If not, what are the best ways to convert PL/SQL nested procedures to 
PL/pgSQL?
