No, SAVEPOINTs will not force a check. A SAVEPOINT is nothing like a
COMMIT (it's more like a nested BEGIN). The only things that will
cause deferred constraints to be checked are a COMMIT or a SET
CONSTRAINTS .. IMMEDIATE.
