It works for me:

postgres=# CREATE OR REPLACE FUNCTION countertest(integer) RETURNS
bigint AS $$ SELECT COUNT(*) FROM test WHERE nbr = $1; $$ LANGUAGE
SQL;
CREATE FUNCTION
postgres=# select countertest(24);
 countertest
-------------
           1
(1 row)
