That is strange.

What is your psql version?

What is the output of the following commands:

SHOW server_version;
SHOW server_encoding;
SHOW client_encoding;
SHOW lc_numeric;
SHOW lc_monetary;
SELECT to_char(3.1415::numeric(5,2), '999D99L');
