The DISTINCT ON clause would help here, something like:

  SELECT DISTINCT ON (coil_id), coil_id, charge, MAX(largest_time)
  FROM inventory
  GROUP BY coil_id, charge
  ORDER BY coil_id, MAX(largest_time) DESC;
