Sub-selects should work.  And make sure to cast to avoid integer
division (well, assuming you want to avoid it...)

SELECT (SELECT COUNT(*) FROM tablex)::numeric / (SELECT COUNT(*) FROM
tabley)::numeric AS ratio;
