It's a separate package in debian/ubuntu.

$ dpkg -l | grep postgres | grep 8.3
ii postgresql-8.3 8.3.0-1~bpo40+1 object-relational SQL database, version 8.3 ii postgresql-client-8.3 8.3.0-1~bpo40+1 front-end programs for PostgreSQL 8.3

(These particular ones are from backports.org).
