Hi, Your first sentence is wrong. Changing pg_hba.conf file does not require server restart. It is enough to reload the configuration using "pg_ctl reload", "select pg_reload_conf();" in psql or just sending SIGHUP from linux terminal to postmaster process after changing the pg_hba file.
