That's not correct, Patroni will happily pick up the existing data directory.

This is also not correct. One can specify arbitrarily parameters for
pg_basebackup in the Patroni config file:
postgresql:
  basebackup:
    tablespace-mapping: /foo=/bar
    waldir: /my/waldir
