Still facing the same issue.

/usr/lib/postgresql/11/bin/psql -p 5432 -U postgres -d $DBLIST -c "GRANT
CONNECT ON DATABASE $DBLIST TO cpupdate"
ERROR:  database "cdf_100_1313" does not exist
