I attended a Postgres 11 feature talk by Daniel Westermann at the Swiss PGDay about the features in Postgres 11. He showed that EXPLAIN does not show run-time partition pruning, only EXPLAIN ANALYZE does; see slides 32-34 at https://www.pgday.ch/common/slides/2018_westermann_WhatWeAlreadyKnowAboutPostgreSQL11.pdf.
