pg_archivecleanup is designed to work with PostgreSQL 8.0 and later when used as a standalone utility, or with PostgreSQL 9.0 and later when used as an archive cleanup command. How does that match your answer? I would expect it to be part of the installation, when used in this: > archive_cleanup_command "pg_archivecleanup /var/lib/postgresql/9.2/wals/ %r" inside my recovery.conf file.
