You really need to provide more information if you wish to treat this as
a bug report.

For both the cases you report, the contents of the PostgreSQL error logs
are required. You should also specify how you installed PostgreSQL, what
version it is, exactly what pg_hba.conf looked like before and after
your edits, *what* permissions you changed on the datadir, etc.
