There's no sign this is a PostgreSQL bug.

Have a look at the PostgreSQL logs in /var/log/postgresql and see if
that tells you why Pg failed to start.
Because you haven't provided a detailed list of all the steps you've
taken, it's hard to know what state your system is in or how it's broken.
