You have a bodgy system configuration, then. That shouldn't happen on a correct Windows install. Make sure that the location pointed to by %TEMP% is writable. You can press "Start->Run" then type "%TEMP%" and press enter to open the %TEMP% folder. Which folder is it? The full path to the folder should be shown in the navigation bar.
