Hope I'm not wrong again ;-) But I guess the documentation of local_preload_libraries (http://www.postgresql.org/docs/9.0/static/runtime-config-client.html#GUC-LO CAL-PRELOAD-LIBRARIES), which says: "Unlike local_preload_libraries, there..." means "shared_preload_libraries" here.
