In my attempts I changed all pg_hba.conf (8.4 & 9.0) to trusted, turned off 
firewall,followed instructions to shut down db(s) and ran cmd.exe as postgres:

There were problems executing ""c:/program 
files/postgresql/9.0/bin/pg_dumpall"--port 5432 --username "postgres"

I'm not clear if it picked up the 8.4 -p 5432 and 9.0 -P 5433
