Consider
  (4) Lobby your kernel packagers to install saner SHMMAX/SHMALL
      defaults.

(I imagine BTW that it's SHMALL that's causing you issues.  SHMMAX
shouldn't have any effect that varies depending on what else is using
shared memory.)
